Oh, and about Mitchell

Who says that DOE can't do a lessons learned? The current RFP for Hanford has wording to the effect that if the program manager leaves before his 2 year obligation is up, the contractor award fee is reduced $500,000 per year. If any of the other key personnel leave, the award fee will be dropped $100,000 per year.

So, why did Mitchell leave after just 5 months at LANL?
