Another One Bites The dust

Submitted by Anonymous. (Check out the earlier blog post on LANL's political "relationship" to the environment by clicking on the title of this post. Do you suppose that there's a deeper bureaucratic "relationship" between these two posts?)

SUBJECT: Personnel Announcement

Yesterday, I reluctantly accepted a request from Andy Phelps,
Associate Director for Environmental Programs, to be reassigned
to other duties, effective immediately. Although Los Alamos
National Laboratory has made tremendous strides in most technical
aspects of remediation, clean up, and closure, the Laboratory has
been unable in the last nine months to cement effective
relationships with the Laboratory’s regulators and stakeholders.
Because such relationships are integral to the continuing success
of our institution, Andy felt it was best to step down, effective
today.

Andy was quick to acknowledge that the staff of Environmental
Programs is talented and extremely hardworking. They have been a
key factor in the numerous accomplishments that have occurred
during the past nine months, including meeting nearly 100
deliverables specified under the Consent Order with the New
Mexico Environment Department and making progress toward
decommissioning unnecessary facilities.

The Laboratory will use its extensive resources, including parent
company expertise, to facilitate continuing progress in the
environmental arena. The Laboratory remains steadfast in its
commitment to the NMED Consent Order and the clean up of legacy
sites. We will continue to protect the environment, the public
and our workers and continue to develop innovative methods to
conserve natural resources and minimize our environmental
impacts.

Carolyn Mangeng will serve as Acting Associate Director for
Environmental Programs pending the selection of a replacement.

I wish to thank Andy for his hard work and dedication to the
Laboratory. I also want acknowledge that his leadership played a
critical role in allowing the Laboratory to accomplish so much
during the past nine months. Please join me in wishing Andy well
in his new endeavors.

Comments:
I am surprised that Andy did not find that he had a family ...

Damn!

6:11 beat me to the punch.

Classified laptops, anyone?

I am just glad that they finally found something for Carolyn Mengeng to do. She was so high on the food chain with Younger and Nanos and not much to do in the LANS era, now she has a place near the top with Susan and Mary and Doris.

I met Andy Phelps at a social event a few weeks ago. He seemed like a very nice person and, by our conversation, he seemed to be doing his best to make progress on environmental issues.

In today's SF New Mexican, there was an article about where Saint Pete says the lab needs more money to do its cleanup, but the State of NM says it is not the money: It's the management (DOE and LANL).

I would guess that the reassignment is due to this bad press. Mike has said he will hold people accountable. Perhaps he did just that, but does not want to say so.

I just hope she got to keep the good salary being paid out of taxes.

Not only with Susan and Mary and Doris but also with Audrey.

And then there's this one. Note that there's nothing here about how he can't keep his word. I guess that's not important at LANL.

SUBJECT: Appointment of Terry Wallace as Principal Associate Director for Science, Technology, and Engineering

With the appointment of Terry Wallace, I am pleased to announce the completion of a robust process to fill the position of
Principal Associate Director for Science, Technology, and Engineering (PADSTE). Given the importance of this position to our Laboratory, the process was extremely comprehensive to ensure we found the best candidate for this critical position.

To find the strongest candidate, an 11-member screening committee conducted a nation-wide search and identified and interviewed the four top qualified candidates. Based on committee discussions and recommendations, I then selected two top candidates and conducted second-round, personal interviews. In addition to being interviewed by me, each was interviewed by a cross section of Laboratory Post-docs and Fellows, as well as by the Associate Directors that report to the PADSTE. After this second round of interviews, I selected Terry Wallace as the most qualified candidate for the position.

My full recommendation was then provided to the LANS Board of Governors, through the Nominations and Compensation Committee, chaired by Bruce Darling, a member of the Board of Governors and Executive Vice President for University Affairs at University of California Office of the President (UCOP). Six letters of standing from the country's top scientists in Terry's field accompanied this recommendation, attesting to his excellence and highly meritorious service in the scientific community.

Terry will lead Los Alamos into a future as the leading science laboratory for National Security. His vision: When the country has a complex, scientific or technical national security issue, the experience and capabilities at Los Alamos are the first that come to mind. Los Alamos is involved in a great transformation to solidify our position as a capabilities laboratory. Terry has the leadership and commitment to ensure we are successful as demonstrated by his efforts such as initiating the "Grand Challenges" series of interdisciplinary workshops and implementing a scientist-engaged process to identify the Laboratory's next signature science facility. In addition, as a PAD Terry will be integral in providing leadership and strategic direction for the Laboratory helping me to ensure integration of our science, mission, and operations.

And this one.

Subject: All Hands Meeting with Mr. Martin J. Schoenbauer, Acting Principal Assistant Deputy Administrator, National Nuclear Security Administration -- March 7, 2007

Mr. Martin Schoenbauer will visit the Laboratory on Wednesday, March 7, 2007. Mr. Schoenbauer wishes to address Laboratory employees at an "All Hands Meeting" from 11:00 a.m. to 12:00 p.m. in the NSSB Auditorium.

Attendance in the NSSB Auditorium is restricted to Q or L cleared badgeholders. A Q or L cleared badgeholder can serve as an escort for an uncleared attendee. Uncleared attendees must be under escort at all times, with one Q or L cleared escort for each uncleared attendee. Uncleared individuals and their escorts must sit in the designated area of the auditorium. Unfortunately, the security plan for the building does not allow foreign national presence.

You will be able to view Mr. Schoenbauer's talk on your computer using Real Media or IPTV, on Labnet Channel 9, or in any auditorium or conference room that has Labnet capability.

Andy was mistaken when he thought he could walk in and change things in a Bechtel like manner with NMED. After years of negotiations on the Consent Order, there was no way in hell that Ron Curry would allow it. He simply had to go cry to DOE HQ and have him replaced. Two big egos with little success to show by either.

The post that Terry Wallace has assumed ought to have been named
Principal Associate Science, Technology, and Engineering Director:
PASTED.

(OK, sorry. I should stop trying to have fun. I know I should. And I can stop any time, I know I can.)

So does he get to keep his old AD level salary in his new non-AD level assignment?
